Donna McPartland is Counsel at Han Santos PLLC located in Washington D.C. where she co-leads the Data Privacy and Cybersecurity practice. Donna also founded McPartland Privacy Advising LLC where she was a solo practitioner specializing in data privacy and information security legal guidance. Donna works with clients to provide strategic, practical legal advice to develop and maintain domestic and global data privacy and security programs. Donna has over 20 years of legal experience with many years in-house in Chief Privacy Officer roles. Before starting her legal practice, Donna was the Chief Privacy Officer at the College Board. Prior to that, she was the CPO at the Graduate Management Admission Council (GMAC) (owner of GMAT exam). Donna works with a variety of domestic and international clients, including educational and testing organizations and technology providers in K-12, Higher Education and health care services and nonprofit organizations. Donna is actively involved in the Association of Test Publishers (ATP) and is the Co-Chair of the ATPSC International Privacy Subcommittee. She was a lead contributing author to the ATP Privacy Guidance When Using Video In The Testing Industry published in 2020 and the ATP EU General Data Protection Regulation Compliance Guide published in 2017. Donna is a member of the Board of Directors of the Nonprofit Risk Management Center and serves on the Audit Committee. Donna is also a longtime member of the International Association of Privacy Professionals (IAPP) and has served on its Educational Advisory Committee. Donna is certified by the IAPP as a Fellow of Information Privacy (FIP), a Certified Information Privacy Professional (CIPP/US), and Certified Information Privacy Manager (CIPM). Donna is a supporter of the US-Ireland Alliance and serves on its Advisory Board. Donna has U.S. and Irish citizenship.
